The negotiation result for the private health services sector has been approved – read about the new collective agreement
All negotiating parties have approved the new collective agreement negotiation result for the private health services sector. The agreement period is two years. A general raise and scale raise of 2.4% will become effective from the beginning of September, and a one-time instalment of €500 will be paid on 1 December 2024.
The collective agreement negotiation and conciliation process that started last March is now finally completed on the part of the employees’ negotiation organisation Terveyspalvelualan unioni. Trade Union JHL is one of the eight organisations that make up Terveyspalvelualan unioni (health services sector union) and negotiate the collective agreement for this sector. Now all these organisations, as well as the Finnish Association of Private Care Providers that represents the employers, have approved the negotiated new terms and conditions of employment.
– In this solution the pay raises in the second year will be determined based on the pay raises of comparison sectors, tells JHL’s Bargaining Specialist Pinja Lumitsalo.
Pay raises will become effective in September
The new collective agreement is effective for two years. The agreement period is from 1 May 2024 to 30 April 2026.
In 2024 wages and salaries will increase with a general raise and scale raise of 2.4% on 1 September.
Furthermore, the agreement contains:
· A 0.51% scale raise on 1 September 2024.
· A 0.4% local instalment on 1 December 2024.
· A one-time instalment of €500 that will be paid on 1 December 2024.
Compensations for shop stewards and occupational safety and health representatives will increase by 2.4% on 1 September 2024.
In 2025, the wages and salaries will get the general raise and scale raise of period 1 May 2025 – 30 April 2026 (12 months). The amount and timing of these pay increases is going to be determined based on the following comparison sector raises:
· The collective agreement for the chemical basic industry employees
· The collective agreement for the technology industry employees

Work continues in working groups
Continuous collaboration and the collective agreement development work
– The parties increase collaboration by establishing a situation picture and development working group. This working group is not dependent on the duration of collective agreement periods. The parties work to find means for developing the negotiation culture and collective bargaining, and when a negotiation round is over, they analyse the finished negotiation process together.
Pay level working group
– This working group monitors and evaluates pay development in the health services sector and the public sector and makes joint propositions for maintaining the competitiveness of the pay system in the health services sector’s collective agreement. This working group also surveys statistical data on labour availability and turnover in order to form a shared picture of the situation.
Other points about the agreement solution
It was also decided that the collective agreement will be developed extensively in working groups that work according to the principle of continuous negotiating. The working groups have autumn 2024 and spring 2025 for their work. Possible changes will become effective as of 1 May 2025, unless and earlier effective date is agreed.
The working groups will continue discussion on the following collective agreement text points: reform of period-based work, changes in the pay agreement, travel regulations, compensation for the time spent in military reserve refresher training, a working group focusing on well-being at work, and how shop stewards are enabled to carry out their responsibilities and how they receive information.
The collective agreement for the private health services sector is followed in private hospitals, health clinics, rehabilitation institutions, health resorts, medical laboratories and research institutes, X-ray clinics and occupational health care units. The employers of this sector include businesses, associations and foundations, and some of them are based abroad.
