New ban on overtime and shift swaps for the municipal sector – JHL member, here’s what you should do
Trade Union JHL has for a second time declared a ban on overtime and shift swaps for the municipal sector. The ban will start at 12.01 am on 21 March 2022. The purpose of the measure is to speed up the municipal sector’s collective agreement negotiations that are still stuck. See here for instructions on what to do.
A new ban on overtime and shift swaps concerning the municipal sector will start on Monday 21 March 2022 at 12.01 am. The ban will end on Sunday 27 March 2022 at 11.59 pm.
When the ban on overtime is in force, employees only work regular working hours.
During a ban on shift swaps, everyone complies with the confirmed shift roster.
Until 20 March, JHL members can swap shifts and work overtime according to usual practice.
Those covered by the ban
JHL member, if you work in one of the following agreement sectors, the ban on overtime and shift swaps concerns you:
- General collective agreement for the municipal sector (KVTES)
- municipal collective agreement for the education sector (OVTES)
- municipal collective agreement for technical personnel (TS)
- municipal collective agreement for hourly paid personnel (TTES).
- collective agreement for the health and social services sector (SOTE)
Those not covered by the ban
The ban on overtime and shift swaps does not apply to office-holders covered by municipal-sector agreements.
In addition, family day carers working in their own home, three-family day carers, and people integrated into working life have been ruled out of the ban on overtime and shift swaps.
In addition, work tasks that must be performed in order to protect life and health are ruled out of the ban.
Work tasks that concern general safety or safeguarding of property, that cannot be postponed to a later point in time, have also been ruled out of the ban on overtime and shift swaps.
Those covered by the ban, here’s what to do
- Do not work overtime or accrue flex hours during a ban on overtime.
- Do not be on call or travel, in case your working hours extend to overtime work during the time you are on call or travelling outside your working hours.
- During a ban on shift swaps, you have to comply with the confirmed shift roster. The ban on shift swaps concerns a shift swap suggested by the employer. You can swap shifts with your co-worker if you’ve already been able to do so in accordance with established practice.
